HHS002 Te Pa o Kapo. Category 2 Pa Site-Te Pa o Kapo (register #6122, NZAA site R26/112).
Te Pa o Kapo was built by Ngati Ira and occupied until the 1820's. This pa site was used as a refuge place for those people living around the Whitireia area. During the early 1800s the Ngati Ira chief Whanake used this pa for its strategic trading location.
An important cluster of Hebe elliptica on the broken rocky cliffs is in danger of being out competed by numerous weed species, including karo, pohutukawa and taupata. It is very vulnerable to becoming locally extinct.
The species Melicyus aff. obovatus "Cook Strait" is a plant only found in two places on the Porirua Coast and is endemic to the Cook Strait area. The population at the northern end of Titahi Bay is being out competed by Montpellier broom and non-local native karo and is in danger of becoming locally extinct.

This Reserve is also known as part of Terrace Road Reserve or as Te Pa o Kapo.
1. Consider road stopping and classification as Historic Reserve.
2. Protect the significant natural values of the reserve, including threatened species, through weed pest control.
3. Protect the significant historic and cultural values through cautious management of vegetation and land disturbance, and through control of public access.
4. Require that any land disturbance will involve consultation by Council (and/or the applicant) with Ngati Toa and Heritage New Zealand.
